摘要:
当前我国经济社会进入新常态,高等教育综合改革要求高校深化供给侧改革,加强创新、优化结构、增加效益。地方高校作为我国高等教育的主要群体,在国家政策支持和经费投入先天不足情况下,若能有效开展供给侧改革,实现有效创新、优化结构、提升效益,将能够更好应对新形势对地方高校发展带来的挑战和制约。为此,地方高校应以突出地方特色为导向,强化供给侧改革的顶层设计; 以融入区域经济为核心,明确供给侧改革的主发力点; 以创新体制机制为突破,强化供给侧改革的制度保障; 以释放内生动力为重点,提升供给侧改革的质量效益。
Abstract:
When the economy and society of our country develop into new stage,comprehensive reform of higher education requires university to intensify supply-front reform so as to strengthen innovation,optimize structure and increase benefits.As the main part of our national higher education,there is deficiency in national policy support and investment in local university.If it could implement supply-front reform effectively so as to realize effective innovation,structure optimization and benefit increasing,it could deal with the challenge and constraints bought by new situation during developing process.Hence,local university should firstly follow the direction of highlighting local feature and reinforce the top-level design of supply-front reform,secondly join into regional economy as core and identify the point of force of supply-front reform,thirdly take the innovation of system and mechanism as breakthrough and strengthen the system security of supply-front reform and fourthly release the endogenous power as key point and improve the quality and benefits of supply-front reform.
